‘Kamil’ and ‘Fazil’ – These two words are the subject of discussion in both education and the corridors of the court these days. Questions have been raised on the recognition of these degrees in a case related to the appointment of teachers in Madrasas of Uttar Pradesh. Now this dispute has reached the Supreme Court directly. But the big question is also what are Kamil and Fazil degrees, and which educational level is considered equal to?
Kamil-Fazil Degree: What is this education?
‘Kamil’ and ‘Fazil’ are part of the traditional Islamic education system.
Kamil is usually considered equivalent to Bachelor’s degree (BA).
Fazil is considered equal to a masters degree (MA), especially in subjects like Persian, Arabic and Diniyat.
These degrees are given in madrasas and are considered an important part of traditional religious education.
Why the matter reached the Supreme Court?
This petition has been filed by the Teacher Association Madaris Arabia. Questioning the decision of the state government, Uttar Pradesh General Secretary Maulana Dewan Sahab Zaman, Uttar Pradesh General Secretary, said that according to the 2016 Madrasa Rules, if a teacher does not have a degree of Kamil-Fazil, then a person having BA or MA (Arabic, Persian or Diniat) can also teach in the madrasa. He argues that the appointments of 560 madrasas of Uttar Pradesh, which have been stopped, do not have the education of Kamil and Fazil. In such a situation, the imperative of these degrees is not logical there.
What is the government’s side?
It has been said by the state government that only qualified and recognized degree holders should be appointed, so that the quality of madrasa education can be ensured. However, it was not clarified whether Kamil-Fazil is being recognized or not being recognized.
Education or religious identity?
This case is no longer an academic dispute. It has also been associated with issues like equality of education, religious freedom and state policy. It will be interesting to see in the Supreme Court that traditional degrees like Kamil-Fazil get how much space in the modern education system.
